On April 24, 2018, the former Rural Water Supply and sanitation project team was registered by the Fergana Region Department of Justice as a non-profit organization of the Fergana Center for the Taraqqiyot of Population Welfare.

The Taraqqiyot center was established with the aim of directing the experience and skills of local and international experts of the NGO to increase the standard of living of the population with great attention to rural communities.

Members of the management of the newly registered organization elected Feruza Madalieva as the executive director of the Center.
